All Quiet On the Home Front
by Robert Gibson

The city council met on July 19, and the tenor of the meeting returned to normal. Little was said, other then responding to stories in Fosters Daily Democrat.

In opening comments, Mayor Mclin announced that he would be seeking a legal opinion on the handling of the "Activity Fund." He stated, "I have a clear conscience in the way I handled the money."

In committee news, the search goes on for a city manager. Councilman Bill Guillmette requested a non-public session to discuss progress.

Councilman Mike Micucci informed the meeting that the space needs task force had a preliminary forecast of declining enrollment for the city. Over the next five years, a decrease of approximately 144 students could be expected. Other issues being discussed among the task force are the renovation of Hilltop School, improvements on existing buildings, and new construction projects.

Acting city manager Dean Crombie announced plans to develop an operations manual for city hall. Also, he is working on a plan to keep the city newsletter by going to three printings instead of four, and doing all work in-house. This would keep the cost the same as last year without the projected increase.

The council approved the city manager executing a contract for construction of a gravity sewer line from Nash Parkway to Indigo Hill Meadows Sewer. This will allow the old pumping station, located on private property, to be taken off line. Not having to repair or replace the station will save approximately $140,000, at a cost of between $30-40 thousand for the gravity line. Also, the council approved the appropriation of just over $130,000 for the Waste water Enterprise Fund. This involved excess revenue received during the last fiscal year.

The council recessed for discussion of the contract for the water department, and returned to vote. By an 8-1 vote, the contract was renewed for one year with a 4% raise. Councilman Arvid "Jim" Wiggin was the lone dissenter, again stating that he would not support any increases over 3%.
